8. In practice, you can usually safely go faster than the advisory in a passenger car in good conditions. Probably not in a large truck. But for the purposes of a test, the first answer is best





9. risk = probability of collision multiplied by consequences (e.g. cost of repair/medical bills), so as a higher force of impact increases the damage, it does increase the risk (though not the chance of collision)


Traction is not significantly reduced at high speed, except in the wet where there is a possibility of hydroplaning. Visibility is not increased. Momentum is increased and it does take longer to stop.


Inertia is proportional to the car's mass and remains constant.


Maneuverability ? There is no apparent effect on the ability to change lanes, to steer around other vehicles, or to decelerate. There is a limit on how small a radius of curve you can negotiate, though, which I guess qualifies.
